The evening event, set for the Trump International Hotel, comes amidst fresh criticism from Republicans and Democrats over Trump's continued questioning of Obama's citizenship. Romney hasn't condemned Trump's false claims, offering a fresh example of the presidential contender's reluctance to confront his party's more extreme elements. There have been other examples in recent weeks that underscore Romney's delicate push to win over skeptical conservatives while appealing to moderates and independents who generally deliver general election victories.

Asked Monday to weigh in on Trump's support for the so-called birther movement, Romney declined to condemn Trump's latest suggestion that Obama was born in Kenya.

"But I need to get 50.1 percent or more. And I'm appreciative to have the help of a lot of good people."

Polling suggests that the election between Romney and Obama will be very close, ultimately decided by several swing states, Colorado and Nevada among them. Romney will begin campaigning Tuesday in the northern Colorado town of Craig before flying to Las Vegas for an afternoon rally before the Trump fundraiser.

The Texas primary offers 152 delegates; Romney is just 58 delegates shy of the 1,144 needed to become the nominee. His Republican rivals Rick Santorum and Newt Gingrich already have endorsed Romney, while Texas Rep. Ron Paul has stopped actively campaigning. Gingrich is expected to attend the Trump fundraiser.

Under similar circumstances last week, Romney swept all the delegates in GOP primaries in Kentucky and Arkansas and picked up more endorsements from party leaders.

But Romney's meeting with Trump may generate as much interest, or more, than his tightened grasp on the Republican nomination.

"I do not understand the cost benefit here," conservative commentator George Will said over the weekend. "The cost of appearing with this bloviating ignoramus is obvious, it seems to me."

"Donald Trump is redundant evidence that if your net worth is high enough, your IQ can be very low and you can still intrude into American politics," Will continued. "Again, I don't understand the benefit. What is Romney seeking?"

Trump revived the false claims about Obama's birthplace late last week, citing a discredited story about a literary agency that mistakenly listed that Obama was born in Kenya.

While Romney briefly addressed the issue Monday, his senior aide Eric Fehrnstrom also declined to condemn Trump's remarks in a recent interview.

"I can't speak for Donald Trump ... but I can tell you that Mitt Romney accepts that President Obama was born in the United States," Fehrnstrom said. "He doesn't view the place of his birth as an issue in this campaign."

Romney has been criticized on several occasions for failing to speak out against extreme rhetoric from his party. The reluctance stands in contrast to the 2008 GOP presidential nominee and current Romney supporter, Sen. John McCain, R-Ariz., who once corrected a supporter who called Obama a Muslim.

Campaigning in Cleveland earlier in the month, Romney did not initially respond to a supporter who suggested that Obama should be tried for treason. He said after the rally that he didn't agree.

He was also slow to condemn conservative radio host Rush Limbaugh, who said a college student defending Obama's contraception policy was "a slut." At the time, Romney initially declined to weigh in on the issue before saying "it's not the language" he would have used.

And he was initially silent on violent rhetoric from classic rocker Ted Nugent before a spokeswoman said Romney "believes everyone needs to be civil."

Bonnie Carroll: Memorial Day: Honoring All Who Served and Died for Their Country

Each year before Memorial Day, the soldiers of the Old Guard place thousands of flags on gravesites at Arlington National Cemetery. The annual "flags in" ceremony honors each headstone with an American flag, the same national symbol that covers a service member's casket at his or her funeral.

All who serve and die are honored in the same manner at Arlington, with eligibility based on military service, not the manner of death. No distinction is made about which gravesite gets a flag and which does not -- whether they died in combat, during a military training accident, from illness, in a terrorist attack, or by suicide -- each grave receives an American flag -- standing proud and true honoring the life and service of a fallen hero.

This weekend, the Tragedy Assistance Program for Survivors (TAPS) held its 18th annual National Military Survivor Seminar and Good Grief Camp for all who are grieving the death of a member of the Armed Forces, regardless of the circumstances or the geography of the death. This is the true spirit of Memorial Day, to remember and honor the service and sacrifice of all who have died while serving, all who stepped forward during a time of conflict to go where their nation needed them, to selflessly serve in the cause of freedom.

When you look seriously at the issue of memorializing our fallen military members, you find many inconsistencies that inflict emotional pain on survivors. Take for example, the family of Marine Lance Corporal Darrell Schumann, who died in Iraq in 2005 while riding in a helicopter that crashed in a sandstorm. Lance Corporal Schumann's father, himself a veteran, has spent years questioning why a citizen board in Virginia refuses to include his son's name on a memorial wall on the state capitol grounds that honors the military dead. The board says that because Lance Corporal Schumann was not killed by a hostile act, his name can't be placed on the well, even though he died while deployed in a war zone.

Lance Corporal Schumann was on duty for America the day he died, and he was in Iraq because of the military mission. Yet his family is denied the simple honor of having his name etched on a wall alongside thousands of others, including victims of similar military aviation accidents from previous wars. In January, the board indicated it would consider adopting a more inclusive standard, but still had no plan to add non-hostile deaths in the Global War on Terror to the memorial. The Schumann family and others like them, continue to wait.

Then there's Gary Farwell, who tried to get a gold star license plate from the state of Idaho to recognize his son's sacrifice for his country. Army Chief Warrant Officer 4 Gary Marc Farwell died in 2010 in a military helicopter crash in Germany that killed two other soldiers. He had served four combat deployments to Iraq and Afghanistan flying Black Hawk helicopters with the U.S. military. Yet his application for a gold star license plate was rejected by the State of Idaho, because his son had not died in combat.

Are the deaths of military service members like Schumann and Farwell - who swore an oath to protect and defend this country, who were doing their duty at the time of their deaths - any less important or honorable? Do their families grieve any less than the families of those who die in combat? Is it right for society to honor people only for how their lives are taken - and not for how they are lived?

The Schumanns and the Farwell are not alone. While I was heartened to see the White House expand its policy in 2011 to send presidential condolence letters to the families of those who die by suicide while stationed in combat zones, the policy continues to exclude the two-thirds of families whose military loved ones die by suicide in other locations.

Army Lt. General Bill Troy was asked in 2010 about this as he honored a soldier who had died by suicide. He replied that when the military gives suicide victims a different kind of memorial service, "I think that you're adding to the stigmatization of a soldier who has a behavioral health problem. You don't mean to, but what you're doing is, you're making it look like it's his fault."

"We should be memorializing his service to the nation, his service in combat," General Troy said. "He's a volunteer, a member of a free nation who came and joined our ranks to defend this country and that's what we should be memorializing, not passing judgment on the manner of his death."

Who gets memorialized becomes even more complicated when you look at the numbers. From 2001 to 2011, about 16,700 American service members died worldwide. Though there were two wars under way, less than 30 percent of those military deaths, nearly 5,000 in total, were classified as due to hostile action or terrorist attack by the Department of Defense. That left more than 11,700 families grieving the deaths of their fallen service members in training accidents, suicides, homicides or illness, both in war zones and outside of them.

When tallying the number of Americans who have died at war, it's common for political leaders and others to combine hostile and non-hostile deaths that occur in combat zones. Nearly 4,500 Americans died in Operation Iraqi Freedom and Operation New Dawn in Iraq, and nearly 2,000 have died in Afghanistan. Nearly a thousand of the deaths in Iraq (934) and 420 of the deaths in Afghanistan have been classified as due to non-hostile causes by the Department of Defense. These are deaths that result from accidents, sudden illness, suicide, or homicide.

Today, all deaths in combat zones are memorialized with presidential condolence letters. But many of these fallen troops, like Schumann and Farwell, are denied memorialization by their communities or states because they were not "killed in action."

Both the Schumanns and Farwells have their loved ones memorialized at Arlington National Cemetery with grave markers and received presidential condolence letters. Yet these families are denied recognition by their communities and states because of how their loved ones died.

Many surviving families of fallen service members are hurt and confused when a government, community, organization or individual places greater value on one type of military death over another. These families wonder why service members who voluntarily joined the military to defend their country and put their lives on the line for it, are treated differently in death.

To define the value of a life by only the moment of its death -- robs the family and our nation -- of what each service member gave this country -- a life lived in service to country.

Thankfully, we are beginning to see some changes. Rural Purcellvilla, Va. held a candlelight vigil, attended by thousands of people, to honor Marine Captain Michael Quin as he journeyed to his final resting place. Captain Quin died in a helicopter training crash in Arizona earlier this year while preparing for deployment.

To see a community turn out to support the family of an American hero, who died not in Iraq or Afghanistan, but on duty in a training accident in the United States, shows that some communities are beginning to embrace a broader definition of memorializing their fallen.

Our nation honors each deceased military member with the same folded American flag, the same military headstone or marker and the same rendering of honors at burial. Their surviving families receive the same financial benefits whether the death occurs on American soil or in a foreign land or whether it is a suicide or an illness or an accident or a hostile act.

Memorialization should not be about where or how a death occurred. It should be about honoring the life offered in service to country.

PREP BASEBALL: Things go awry for Paramount

Late miscues doom Pirates in Division III quarterfinal.

LA VERNE - It wasn't so much that Paramount had just lost its CIF Southern Section Division III quarterfinal playoff game 2-1 at top-seeded Bonita that had most of the Pirates players in tears following the game.

It was the way they lost that had coaches and players emotionally rattled and dazed.

Paramount (19-10) took Bonita (29-2) down to the wire, but saw a slew of things not go its way.

Three potential Paramount singles to right field became 9-3 putouts, two Pirates runners were thrown out at the plate and Bonita's sixth-inning run was a gift.

Paramount ace Alex Navarette had just gotten Justin Row to ground out to lead off the bottom of the sixth and then got Bonita ace Justin Garza to hit a ground ball to second for what looked to be out No. 2.

But Lalo Saucedo couldn't field the ball and Garza reached base.

After the third pickoff attempt at first base on Garza, Paramount first baseman Fernando Rios tossed the ball back to Navarette and Garza darted toward second without a play.

It proved costly as Thomas Castro then hit a line-drive base hit to score Garza to give the Bearcats a 2-1 lead heading into the top of the seventh inning.

Frankie Valenzuela led off with a single, and Steven Espinoza followed with a ground ball that found its way into shallow right field.

But instead of having first and second with no outs, Bonita right fielder Joe Willard picked up the ball and gunned

Espinoza out at first.

With Valenzuela at second and one out, Randy Buenrostro laced a line drive shot to left for what most thought was going to be first-and-

third with one out, but Paramount's third-base coach waved Valenzuela home and the Bonita left fielder hit his cutoff man, who pegged Valenzuela at the plate by at least eight feet.

Pinch-hitter Alan Tapia came on to hit with one on and two out and Garza closed the game out with his seventh strikeout.

"You have to give credit to Bonita, because they made plays when they had to and they always seemed to be positioned exactly where they should be," Paramount coach Cameron Chinn said. "I've never seen three guys thrown at first base like that."

Navarette was outstanding, as the senior lefty allowed just one earned run over 5<MD+,%30,%55,%70>1/<MD-,%0,%55,%70>3 innings and surrendered just four hits.

Bonita took a 1-0 lead in the bottom of the second when Nolan Henley doubled to start the inning and Connor Renard singled to give the Bearcats first and third with no outs.

Navarette, however, got Jacob Blunt to ground into a 4-6-3 double play that allowed Henley to score. Navarette then struck out Tanner Diebold to end the threat and the inning.

Saucedo led off the top of the sixth with what looked to be a base hit to right, but Willard came up huge again with a putout at first.

Aaron Pleitez then walked and Jesus Caporal's single to left gave the Pirates first and third with one out. After Caporal stole second to put the potential tying and go-ahead runs in scoring position with one out, Eric Cruz hit a ground ball to short, and Pleitez was nailed at the plate.

Fernando Rios, though, clutched up and singled home Caporal to tie the game just before Joseph Torres struck out.

Garza was hitting 93 on the radar Friday, and improved to 11-1 this season and 24-1 over the past two years. The senior right-hander allowed one run on five hits and struck out seven.

Rios had two hits for the Pirates.

"I am so proud of these kids for battling and thought Alex Navarette was outstanding as he's been all year," Chinn said. "Alex pitched in every tough game we played in and gave us a chance to win in each of those games."

(AP) ? Lady Gaga canceled her sold-out show in Indonesia after Islamist hard-liners threatened violence, claiming her sexy clothes and provocative dance moves would corrupt the youth.

The controversy was a blow to the predominantly Muslim country's reputation for combining free speech and democracy with a mostly moderate brand of the faith.

Fans were devastated, despite the promoter's offer of full refunds. Some accused police ? who refused to issue a permit over concerns about security ? of buckling to the will of a small group of thugs.

The planned "Born This Way Ball" concert has been on-again-off-again from the start.

But on Sunday, it was final, said Minola Sebayang, a lawyer for Big Daddy, the promoter of the June 3 show.

"It's unfortunate," he said. "But with threats if the concert goes ahead, Lady Gaga's side is calling it off. This is not only about Lady Gaga's security, but extends to those who will be watching her."

Indonesia, a secular nation of 240 million, is often held up by the U.S. and others an example of how democracy and Islam and can coexist. In many ways they are right. Since emerging from dictatorship just over a decade ago, sweeping reforms have resulted in direct elections, while vastly improving human rights and freeing up the media.

Police responded by denying the necessary permits. Then, after public outcry, they said they'd reconsider ? but only if Lady Gaga agreed to tone down her act.

Instead, she pulled the plug on what was supposed to be the biggest stop on her Asian tour.

Michael Rusli, head of Big Daddy, promised "Little Monster" fans full refunds.

But that provided little consolation to people like 25-year-old Johnny Purba.

"This only shows to the world how weak security forces are in this country, how police are afraid of a bunch of hard-liners," he said.

"Gaga's two-hour show will not hurt Indonesian Muslims. For God's sake, she is not a terrorist!"

Around 50 others, dressed up like the pop diva, performed a mob flash dance at a shopping mall in the capital, Jakarta, to some of her biggest hits.

Hard-liners, however, were ecstatic.

"This is a victory for Indonesian Muslims," said Salim Alatas, one of the leaders of the Islamic Defenders Front, or FPI. "Thanks to God for protecting us from a kind of devil."

Earlier, Murhali Barda, a spokesman for the group, said supporters had purchased more than 150 tickets to the concert.

He'd posted a picture on his Facebook page of a man hiding his identity with a turban and sunglasses and holding a $50 ticket to the "Ball."

"We have gotten Lady Gaga tickets," the caption said. "Not to watch but for us to enter."

"Our target is to stop the concert," he wrote, providing little more detail. "We would force them off the stage but not harm the audience."

Trey Zeigler Can Play For Pitt Next Season, And NCAA Rules Are Weird

I don't envy what the NCAA has to do when doling out decisions on waiving transfer seasons. They have rules, then rules on top of rules, and after all that they still must evaluate decisions on a case-by-case basis. In some instances, they may have precedent. In this case I can't think of a similar situation (can you?) but the NCAA ruled that former Central Michigan scoring leader Trey Zeigler, who transferred to Pittsburgh recently, was cleared to play next season immediately because of his situation. I'm not so sure about this.

Star-divide

His situation: his father Ernie was fired as head coach at CMU and didn't want to play there anymore. A kid who could've played for Michigan and UCLA coming out of high school has larger ponds to dominate if he isn't playing for his daddy. I understand this, and I'm sure many of us saw this impending move even before Ernie Zeigler was inevitably fired.

The so-called "hardship waiver" is also sometimes given to players who, for example, move closer to home so they can tend to a long-term personal matter. This is what former Akron guard Humpty Hitchens received when he transferred to James Madison. And I don't think anyone, even UA fans, were able to question that. Something happened beyond the player's control and he shouldn't be punished for that.

Another example: when Toledo basketball was given a postseason ban, incumbent seniors Dominique Buckley and Curtis Dennis were given the options to transfer and play immediately so they could participate in potential conference and postseason tournaments. They didn't exercise that option, for whatever reason, but the point is that they'd have been given an exemption because of forces beyond their control.

But ... were all these forces really beyond his control? I'm not saying Trey was the reason CMU went 21-42 in his two years there, but then again it's hard to see how a shooting guard shoots under 50 percent from the free throw and goes completely blameless. Without question Trey was CMU's best player. He cut way down on his turnovers, improved his shooting from the floor and upped his assist/steal numbers. So it's hard to argue that he was holding the team back. And if the other players weren't performing, that's on the coach. But Trey was on the team and there were a few close losses that he could've won single-handedly with decent free throw shooting.

And I'm spitballing here, but I know that the NCAA is ? or should be ? doing all they can to let their stars shine. Zeigler can be one of them, and putting him on the pine for a year is hard for business. I really wonder if they didn't do this to put a potential Big East first-teamer on the floor right away, perhaps coddling to the stars. I'd wager that if Ernie Zeigler's name was Ernie McBroom, Austin McBroom wouldn't be playing for Saint Louis next season. Then again I lost 40 bucks on the cruise ship casino this week, so maybe he would get the exemption too.

In the end it's a catastrophic end for CMU. The father-son dynamic just wasn't enough and ultimately did the program in, resulting in others to leave the program, leaving Keno Davis to use the next year, likely more, to rejuvenate the team back to a MAC contender ? something they haven't been since the Jay Smith days. Whether Trey was a pawn or catalyst in the demise of the program may be an agree-to-disagree point of contention, but the NCAA is leaning toward pawn.

Update: Via @rhettumphress, there is Father/Coach precedent. A former USC baseball player was allowed to transfer to Miami of Florida and play right away because the recently-canned coach was his father. An odd footnote, if nothing else: the player was Cade Kreuter and his fired father was Chad Kreuter, who played 16 seasons as a catcher in MLB and also had a small role in "Moneyball."

So I figured this has happened before, and I'm almost positive this happened before Kreuter and Zeigler. So at least there is a precedent that the Zeigler decision can bank on. Which leaves us with ... does the rule make sense?

A new type of male contraceptive could be created thanks to the discovery of a key gene essential for sperm development.

The research, which is published in the journal PLoS Genetics, could also help in finding treatments for cases of male infertility when malfunction of the Katnal1 gene hampers sperm development.

Dr Lee Smith, Reader in Genetic Endocrinology at the University of Edinburgh's Centre for Reproductive Health, said: "If we can find a way to target this gene in the testes, we could potentially develop a non-hormonal contraceptive.

"The important thing is that the effects of such a drug would be reversible because Katnal1 only affects sperm cells in the later stages of development, so it would not hinder the early stages of sperm production and the overall ability to produce sperm.

"Although other research is being carried out into non-hormonal male contraceptives, identification of a gene that controls sperm production in the way Katnal1 does is a unique and significant step forward in our understanding of testis biology."

Scientists found that male mice that were modified so they did not have the Katnal1 gene were infertile.

Further investigation showed that this was because the gene was needed to allow the sperm to develop and mature.

The researchers showed that Katnal1 was needed to regulate the scaffolding structures known as microtubules, which form part of the cells that support and provide nutrients to developing sperm.

Breaking down and rebuilding these microtubules enables the sperm cells to move within the testes as they mature. Katnal1 acts as the essential controller of this process.

NEW YORK (AP) ? On the eve of National Missing Children's Day, police said they'd at last cracked the case that started it ? the 1979 disappearance of 6-year-old Etan Patz.

After decades of inconclusive clues and stalled hopes, a former convenience-store stock clerk was arrested Thursday on a charge of murdering Etan, one of the first missing children ever to appear on a milk carton. He vanished while walking to his school bus stop alone for the first time on May 25, 1979 ? the date President Ronald Reagan designated four years later for missing children to be remembered.

Pedro Hernandez, 51, told investigators this week he lured the little boy into the shop with the promise of a soda, then led him to the basement, choked him and put his body in a bag with some trash about a block away, Police Commissioner Raymond Kelly said. Investigators hadn't determined any motive, he said.

Kelly said there is no physical evidence. But authorities say they have a detailed, signed confession, as well as accounts of incriminating remarks Hernandez made to others.

Hernandez didn't yet have a lawyer, police said. An arraignment was expected Friday afternoon.

While the arrest marked only the start of what could be a complex court case, it was a stunning turn in one of the nation's most tortuous and baffling missing-children cases. Police had been aware of Hernandez, as the shop was in Etan's neighborhood, but had never before eyed the married father as a suspect. Another man had long been the prime suspect, and investigators questioned yet a third man as recently as last month.

All the while, Stan and Julie Patz have stayed in same downtown Manhattan apartment, never even changing their phone number in case their vanished son tried to call.

"We can only hope," Kelly said, "that these developments bring some measure of peace to the family."

The Patzes and a lawyer for them didn't immediately return calls Thursday.

At Hernandez' home in Maple Shade, N.J., no one answered the door Thursday night. Neighbors said they were surprised at his arrest.

"I knew the guy. He was not a problem. His family was great people," said Dan Wollick, 71, who rents an apartment in Hernandez' home. "He didn't bother anybody."

The arrest ? the first ever in the case ? was a long-sought grail for authorities, including Manhattan District Attorney Cyrus R. Vance Jr., who announced he was renewing the investigation shortly after he took office in 2010.

His office, which declined to comment Thursday, will now move on to the work of prosecuting a 33-year-old case in which no body has ever been found. Prosecutors will likely look to amass witness statements or other evidence to support Hernandez' account.

Etan vanished in New York's busy SoHo neighborhood, which was edgier then than the swath of chic boutiques it is now.

Police conducted an exhaustive search amid a crush of media attention. Thousands of fliers of the sandy-haired boy with the toothy grin were plastered around the city. Buildings were canvassed and hundreds of people interviewed.

The disappearance ushered in an era of anxiety about leaving children unsupervised.

Detectives are often inundated with hoaxes, false leads and possible sightings around the anniversary. But Kelly said they had probable cause to believe Hernandez's story was true, because of specific details he gave to police.

Hernandez, who had worked at the convenience store for about a month and lived nearby, wasn't questioned at the outset, Kelly said. Days after Etan vanished, Hernandez left that job and moved to New Jersey, where he had relatives, the commissioner said.

Hernandez worked in construction until he suffered a back injury in 1993 and has since received disability payments, Kelly said. He said Hernandez, who has a teenage daughter, had no criminal record.

But he told a relative and others, as far back as 1981, that he had "done something bad" and killed an unnamed child in New York City, according to Kelly. Police learned that only recently, when a tipster ? not a relative ? pointed police to Hernandez, after a search of a basement near Patz' home last month hurtled the case back into the news, Kelly said.

Police took him into custody Wednesday night, and after several hours of questioning, he provided a signed confession, Kelly said.

"He was remorseful, and I think the detectives thought that it was a feeling of relief on his part," the commissioner said.

Earlier leads had arisen and stalled, at one point taking investigators as far as Israel to track reported sightings of Etan.

For most of the past decade, the investigation focused on Jose Ramos, a convicted child molester now in prison in Pennsylvania. He had been dating Etan's baby sitter.

A civil judge found him to be responsible for the boy's disappearance and presumed death, largely because he refused to answer some questions under oath, but he was never criminally charged. He might be able to get the civil judgment reviewed now.

A few weeks ago, investigators excavated a basement down the street from the Patz apartment but found no human remains. They questioned a handyman who had a workspace in the cellar in 1979. But he was not named as a suspect and denied any involvement in the boy's disappearance.

Finally, on Thursday, police told Patz' parents they had honed in on Hernandez.

"Mr. Patz was taken aback, a little surprised, and I would say overwhelmed, to a degree," Lt. Christopher Zimmerman said. " ... He was a little surprised, but I think after everything Mr. Patz has gone through, he handled it very well."

UN panel blames Syria army for most abuses

A UN panel said on Thursday that government forces are to blame for most rights abuses in the latest violence sweeping Syria, as a watchdog reported renewed shelling of a rebel bastion.

Meanwhile, President Bashar al-Assad said Syria's government was capable of finding a way out of the crisis gripping his country, as he met with a visiting minister from main regional ally Iran.

"Syria has been able to overcome the pressures and threats it has faced for years and is able to get out of this crisis thanks to the strength of its people and commitment to unity and independence," Assad said, quoted by SANA state news agency.

His remarks during a meeting with Reza Taqipour, Iran's communications and information technology minister, came as parliament convened for the first time since elections.

Meanwhile, the main opposition Syrian National Council began searching for a new leader after Paris-based academic Burhan Ghalioun formally resigned.

In Geneva, the UN-appointed Commission of Inquiry on Syria said the army and security forces were behind the majority of serious abuses committed since March this year as they hunt down defectors and opponents.

"Most of the serious human rights violations documented by the Commission in this update were committed by the Syrian army and security services as part of military or search operations conducted in locations known for hosting defectors and/or armed persons, or perceived as supportive of anti-government armed groups," said the panel.

The commission, set up by the UN Human Rights Council, said "a clear pattern" had emerged of government blockades to "weed out" wanted people and their families, causing children to die for lack of adequate health care.

The report comes hot on the heels of accusations by Amnesty International that "the pattern and scale of state abuses may have constituted crimes against humanity."

The London-based rights watchdog denounced the UN Security Council for failing to refer Assad to the International Criminal Court as it had done with Libya's Moamer Kadhafi.

The allegations came as government forces pounded the rebel stronghold of Rastan, in central Syria, for an 11th consecutive day, killing at least three civilians, according to a Britain-based watchdog.

Violence elsewhere killed 10 people, including four summarily executed in Basamis, a town in Idlib province, the Syrian Observatory for Human Rights said, condemning it as a "contravention of international treaties."

Government forces have been trying to overrun Rastan since May 14. Rebel fighters from the battered central city of Homs regrouped in the town, which straddles the main highway linking Damascus to the north.

Elsewhere in the country, one civilian and soldier were killed in eastern Deir Ezzor province, according to the Observatory.

More than 12,600 people have been killed in Syria since a revolt against Assad's rule broke out in March 2011, including nearly 1,500 after a UN-backed truce took effect on April 12, says the Observatory.

On the political front, Ghalioun formally resigned late on Wednesday as the chairman of the Syrian National Council, an exile group some Western and Arab states have recognised as a "legitimate representative" of Syria's people.

The SNC "office decided to accept the resignation and to ask the council president to pursue his work until the election of a new president at a meeting on June 9-10", it said in a statement announcing his resignation.

The statement also said Syria's unwillingness to stick to a peace deal brokered by UN-Arab League envoy Kofi Annan and the ongoing shelling and killing in the country were "a deliberate attempt to scupper the plan."

It called on "the international community to immediately act to adopt a new mechanism, through the Security Council, to force the Syrian regime to put an end to its crimes because as it is this regime only reacts to force".

Ghalioun announced on May 17 plans to step aside to avert divisions within the SNC after activists inside Syria accused him of monopolising power.

Meanwhile, SANA state news agency said Syria's 250-seat parliament met for the first time since May 7 elections to elect a speaker and swear in deputies, all but 41 of them new.

SANA said turnout in the election reached 51.26 percent out of 5,186,957 eligible voters, and that 30 women were elected to the People's Assembly.

It added the new members of parliament represented "all spectrums of society," without elaborating.

The regime of Assad, whose Baath party has ruled Syria unchallenged for decades, touted the elections as the first in a newly approved multi-party system.

The opposition says they boycotted both the election and a constitutional referendum, and the United States and other Western nations described them as a farce.
